B’desh High Commissioner calls on Governor

ITANAGAR, Apr 5: The High Commissioner of Bangladesh to India Tariq Ahmad Karim today called on Governor General (Retd) J.J. Singh at Raj Bhawan. Mohd. Habibur Rahman Khan, Minister (Commercial), Bangladesh High Commission accompanied the High Commissioner.

They discussed various matters of mutual interest for promoting Indo- Bangladesh relations and issues concerning interests of Northeast and Arunachal Pradesh in particular. Inland waterways, Brahmaputra River project, and areas of prospective trade and commercial activities were taken up in the meeting.

The Governor emphasized on cooperation for mutual benefits, energy (Hydropower) sharing, people to people contact and opening of more avenues for economic opportunities. He also highlighted on the horticultural, tourism and hydropower potentials of Arunachal Pradesh.

The High Commissioner stressed on sub-regional cooperation. He apprised the Governor of the proposed trilateral meetings on Brahmaputra and Ganga basins amongst India, Bangladesh, Bhutan and Nepal.

Tingkhatra, HC stress on holistic management of Brahmaputra river

A discussion was also held between Tariq A. Khan, High Commissioner of Bangladesh in India and Newlai Tingkhatra, Minister, Water Resource Development on behalf of the Government of Arunachal Pradesh for holistic management of Brahmaputra river for mutual benefit. Md. Habibur Rahman Khan and Secretary, Water Resource Development Gaken Ete, Chief Engineer, Water Resource Development M.Ngomdir and SSW T. Lego were present during the discussion.

The discussions centered  around holistic approach for sub-regional cooperation and mutual benefit towards management of Brahmaputra River and to tackle the siltation problem through river dredging and building embankments so that proper water depth is developed for inland water transportations. In the course of discussions, taping of huge hydropower potential in the state of Arunachal Pradesh was also discussed for holistic management.

The visiting High Commissioner shown interest in  partnership in developing hydropower and flood management in the state.

Further, the High Commissioner suggested for integrated and holistic management of flood problem in the state as well as of Brahmaputra basin. He informed that the Government of Bangladesh is equally concerned and apprehensive of diversion of water of river Brahmaputra in China. He also hoped that with the huge hydro power potential, Arunachal Pradesh would be the richest state if all the water potential are harnessed properly, accordingly to an official release.

 

 

Anjaw remains cut off from

rest of the country

ITANAGAR, Apr 5: The unprecedented early monsoon shower which has lashed Anjaw District for the last two weeks has lead to the cutting off the district from rest of the country. The torrential rains which started from 26th March were unprecedented and left a trail of destruction at many places in Anjaw District.

 Many portions of roads were damaged badly at Tiding, Mompani and Salanggam since 3rd April.  Roads are filled with mud and boulders brought down by the flooding rain waters. All the drains have been clogged resulting in overflow of waters on the roads. The District administration is working hard in hand with BRO officials’ day and night to bring normalcy of surface transport in the district. But continuous rainfall, shortage of trained personal and machineries is becoming stumbling block in road clearance work. The BRO officials have assured to clear the road communication in the next 2 days. Last year during monsoon season the Anjaw district had witnessed heavy destruction of properties and road owing to torrential rain. (DIPRO)

 

 

CM calls for holistic approach to tackle HIV/AIDS

ITANAGAR, Apr 5: Chief Minister Nabam Tuki has stressed the need for adopting a radical and holistic approach to tackle HIV/AIDS.

Describing that HIV/AIDS epidemic has become not only a public health issue but also one that is seriously affecting the dynamics of social, cultural, economic and developmental pace of the society, Tuki called for evolving mechanism to deal with HIV/AIDS not as a disease but as a social issue.

“Medical treatment and preventive measures alone cannot tackle this growing menace. We, therefore, need a radical and holistic approach to tackle it and evolve mechanism to deal with HIV/AIDS not as a disease but as a social issue,” Tuki said while addressing the inaugural programme of the two-day national conference on HIV/AIDS at Siddharta hall here today.

HIV/AIDS, a very late entrant amongst the various diseases prevalent in the world, was unheard of in our state about a decade ago. But today it has become a major concern for us, Tuki said.

“While dwelling on exploring new perspectives and strategies to tackle the disease, special care may be taken with regards to Arunachal Pradesh. As the crusade against HIV/AIDS does not include only medical treatment and preventive measures but also involves socio-psychological and emotional aspects, the uniqueness of our tribal mentality and tradition may be kept in mind,” Tuki suggested.

He informed that the figure of prevalence of HIV/AIDS as of now in the state was much less than other states of the country. “We, however, cannot remain complacent with it. HIV/AIDS is a ticking time bomb and we cannot afford to sit on it idle,” he said.

He also informed that the Arunachal Pradesh State AIDS Control Society has been tirelessly working to spread awareness on the epidemic and has succeeded considerably. The various strategies evolved by the Society like the Rock Festival targeting youths have been immensely successful, he said. He hoped that the seminar would further help the Society to explore new strategies to tackle the disease keeping in mind the complexities of different ethnic groups inhabiting our state.

The Chief Minister also lauded the proactive role of IGNOU in the fight against HIV/AIDS.

“The initiative to design educational courses to create a resource pool of experts is indeed laudable. Awareness on HIV/AIDS, if included in the school curriculum right from the primary level, will go a long way in eradicating the disease as well as misconceptions surrounding it, Tuki believed.

Itanagar Regional Center of Indira Gandhi National Open University (IGNOU) is organizing this two-day National Seminar on HIV/AIDS: ‘Exploring new perspectives and new strategies’ here at Itanagar.

 

 

Cabinet nod for preparation of Vision-2030 document

ITANAGAR, Apr 5: A Cabinet meeting held at the CM’s conference hall here yesterday has approved to constitute a Committee under the chairmanship of the Chief Secretary to prepare a Vision 2030 document for the state of Arunachal Pradesh.

This is in continuation of Chief Minister Nabam Tuki’s initiative to plan from the grassroots a document for overall and holistic development of the state in all spheres, according to official release.

The Chief Minister at the beginning of this year had presented a Vision 2013 document outlaying the government’s priorities and strategies for this year. He has been emphasizing on proper planning and a recorded document to act as a benchmark as well as a guiding force for implementation of the visions of the government.

The Cabinet, under the chairmanship of Tuki, has directed each and every department to prepare a vision document enlisting their respective priorities till 2030 and the means to achieve them. These would be then incorporated in the State Vision 2030 document, which will be implemented in letter and spirit.

The issue of establishment of headquarters for Lower Siang district also figured during the meeting. The Cabinet approved constitution of a Committee to examine the issue of suggesting a suitable place for the district headquarters and the boundary of the proposed district particularly with reference to Nari-Koyu assembly segment and to make recommendation to the Government within a span of 100 days. The Committee will be headed by PWD, Planning and Finance Minister Chowna Mein as Chairman with Agriculture Minister Setong Sena, Power Minister Tanga Byaling, Parliamentary Secretary (Planning & Development) Nabam Rebia and Parliamentary Secretary (PWD) T N Thongdok as Members.

Other decisions taken in the Cabinet meeting were constitution of a Rubber Board and State Housing Board besides approval to award the officials and departments performing exceptionally in revenue collection.

 

 

Arunachal needs a library movement: Prof. Tamo Mibang

Doimukh, Apr 5: A concerted library movement in Arunachal Pradesh could be an educational panacea for the people of the educationally backward state, said Prof. Tamo Mibang, Vice Chancellor, Rajiv Gandhi University.

Speaking at the inaugural function of the four-day national workshop on Training Programme on Library Automation at the Rajiv Gandhi University Library today, Prof. Mibang said the state needed a library movement because it would foster reading habits among the students and youngsters. He also stressed on the importance of cultivating reading habits among the people for realizing the goal of overall development of the state. The workshop is being sponsored by the National Library, Kolkata under the aegis of the Ministry of Culture, Government of India.

Emphasizing on the importance of books and libraries, the Vice Chancellor cited examples of voracious readers like Pandit Jawaharlal Nehru and Karl Marx. While Pandit Nehru always carried books on his travel, Karl Marx’s masterpiece ‘Das Kapital’ was the outcome of his regular use of the British Museum Library, Prof. Mibang added.

Commenting  that ‘inventive ideas always created in silence’ and many creative works in the world were created in calm and quiet ambience like libraries, Prof. Mibang cited the achievements of great literary figures like Leo Tolstoy, Maxim Gorki, G. B. Shaw and others. Stating that many professors and scholars have their own libraries, and they virtually sleeps with books, he said they should play a key role in cultivating reading habits among the students in the colleges and universities. The National Library is doing commendable job in creating awareness by providing programmes such as library organization and management, he further said.

Speaking at the function, Dr. R. Ramachandran, Principal Library and Information Officer, National Library, Kolkata highlighted the role of National Library, Kolkata, under the Ministry of Culture in providing financial help to organize such programmes in various parts of the country including the northeast from time to time. National Library, Kolkata acts as a catalyst between the Ministry and the organizing Institutions, he added.

In his welcome speech Dr. Maltesh Motebennur, Librarian of the RGU and workshop organising secretary, mentioned the main objectives of the workshop and hoped that the delegates from all the District Libraries, affiliated colleges and other library professionals would be benefited from the workshop and they could be able to help in automation and modernising their libraries. Gurvender Kaur, ALIO, National Library, Kolkata was also on the dais as one of the guests of honour.

Dr. Th. Khomdon Singh, Librarian, Manipur University, Dr. K K Pandey, Librarian, Research Library, Itanagar, Dr. D.K. Pandey, Assistant Librarian, RGU, Dr. Nawaz Khan, Assistant Professor, Department of Mass Communication, RGU, Bhaskar Saikia and Rahul Sarma will be dealing in different aspects of Library Automation during the workshop as resource persons.

It is pertinent to mention here that the RGU Library is fully automated and under the able leadership of Prof. Mibang as the Vice Chancellor of the University the library aspires to become more modernized very soon with features like CCTV, RFID etc. (with inputs from Debananda Medak and Kombong Darrang)

 

 

Declaration of small towns as urban area opposed

ITANAGAR, Apr 5: The decision of state government to declare some interior towns as urban areas has run into trouble. In particularly the decision to bring Rupa, a small town located in West Kameng district and Palin in Kurung Kumey district under the ambit of urban development agency has been questioned. The people of Rupa under the banner of Tukpen village council have taken strong exception to the move of state government to declare Rupa as urban town.

In a press statement, Tukpen Village Council stated that such decision on the eve of Panchayat election and without consulting the local citizen is incorrect.  The members of council today meet secretary urban development and submitted memorandum seeking immediate de-notification of the earlier order to declare Rupa as urban area. The villagers want correct to be made at the earliest so that they can participate in the upcoming Panchayat election.  Meanwhile the Bharatiya Janata Party has questioned on what ground state government has decided to declare Palin as urban town. “The BJP although does not have any intention of opposing declaration of Palin in Kurung Kumey district to a urban area in the long run, however, declaring Palin as urban area at this moment overlooking the required basic parameters, the state Congress government has done unkind and gross injustice to the people of Palin as they would not be able to participate in the Panchayati Raj elections 2013,” the BJP stated in a release. The party further termed decision as beyond the logical approach.

The state BJP also alleged that govt took the decision in haste just for their vested interests and partisan vote bank politics which is arbitrary and politically motivated.

The party demanded to the state govt to immediately review and reconsider the decision taking into account the basic parameters and deliver justice to the people of Palin.

Stress management programme for police concludes successfully

ROING, Apr 5: The stress management programme for police personnel co-organized by ASSET to  mark the Annual Apurba Diwas here concluded successfully.

Addressing the participants on the inaugural day, C K Mein, SP, Roing directed all participants to regularly go through the SMP to live a stress-free life. Lauding the Art of Living for rendering such service to police personnel he said such stress management programs are very ideal for police. DSP Habung Hailyang and 21 other ranks attended the course. In a very prompt measure to ensure that personnel under his command also benefit from the SMP, B.B. Sethi, Commanding Officer of the 186th battalion of the Central Reserve Police Force ensured that the “E” Company of the battalion stationed at Roing also participates. Two officers, SI R Ekka and ASI MDH Rehman alongwith 17 other ranks of the 186 CRPF stationed at Roing also attended the SMP.

Expressing his views the chairman ASSET said it is important to have a healthy body, joyful mind and awakened faultless intellect to be able to serve properly and efficiently. To the delight of the organizers a jawan complimented saying, “ My Cap, belt, uniform, gun and the ammunition that I carry will no more be a burden. I am in a better position to perform my duty more efficiently and joyfully.” Meanwhile in Wakro Apne Ongden Meyor was awarded the Nithi Bhalla Trophy to mark the Apurba Diwas for being the best All round Apne.

 

 

Training prog under NRHM begins

ITANAGAR, Apr 5: The 10 days training of District Trainers on Module VI & VII of ASHA Program under NRHM began at Administrative Training Institute (ATI), Naharlagun yesterday.

28 trainees from all the districts are attending the training.

Attending the inaugural programme, Dr. D Padung, Nodal Officer, NRHM briefly introduced the participants about objective of the training informing that ASHA is the backbone of NRHM programme and the training is skill based which will help them trainees to build their capacity and skills and help them in imparting quality training to the ASHAs on Module VI & VII.

Dr. T Taloh, Jt DHS, (FW) informed that ASHAs work at grassroots level and act as link between health care facilities and the community and play a vital role in the society. He urged the participants to learn and utilize the knowledge in the field.

Ms. Dagyir Esse, State Community Mobilizer, NRHM presented the status of ASHA program in the districts through power point presentation. She also explained how ASHA could become a vehicle of change at the community level especially in indicators like ANC Institutional deliveries & PNC, family planning,  awareness generation, routine immunization, TB etc. Further, she spoke on the importance of holding VHNDs in every village that will contribute to village health plan, updating village registers.

Devajit Bora, Consultant, Community Processes, Yaran Talom, Trainer, Milan Rani Dhar, Trainer and Yaman Darang, Trainer informed the participants on various topics like facilitation, supportive supervision, care of the pregnant women, skills in using the Nischay Kit, Pre & Antenatal care, Management of Anemia, identifying the complication in pregnancy, referral, inter-personal skills, Breast feeding, care of new born, infant and young child feeding.  He informed that all these training that are being imparted to them are to be replicated by them to the ASHA’s in every district.

 

 

IDEA conducts review meeting on malaria eradication

ITANAGAR, Apr 5: Itanagar Diocesan Empowerment Association (IDEA) conducted monthly planning and review meeting at Bishops house Papu Nallah today in collaboration with Caritas India (NGO) and the district vector born disease control project of Papum Pare.  

The meeting was conducted to review the malaria activities being carried by the community health volunteers (CHVs) at village level and also to further accelerate the areas where more interventions are needed.  

Zonal Malaria Officer, Tatung Tayang said that that CHV have tremendous role to play in sensitizing the community by adopting effective preventive measures to fight against malaria and promised to provide logistics support to fight for the same.  

Sr. Lissy CSSE, the deputy Director of IDEA congratulated the CHVs for their selfless services for the people at most interior and inaccessible areas of the district.

The epidemiological situation of malaria in Arunachal Pradesh was shown through Power-point.

All together 20 community health volunteers were present in the meeting.

 

 

LDV conducts workshop on 6th Economic Census

ROING, Apr 5:  The two days District Level Workshop cum Training on 6th Economic Census for the year  2012-13 for Lower Dibang Valley district began at auditorium of Govt. Hr. Sec. School here today.

Attending the inaugural session of the workshop, W Tikhak, ADC cum Deputy Commissioner in-charge exhorted the Charge Officers, Supervisors and Enumerators present to attentively participate in the training programme and asked them to fully equipped themselves with the procedures and methods of data/information collections during the training programme. He said that Economic Census is very important as the information or data collected during Economic Census will be useful for planning purposes.

He also informed that as the Economic Census coincides with the Panchayat Election of the state, the field works of the Economic Census would be kept suspended till the completion of the Panchayat Election.

K Tayom, Research Officer imparted the training as resource person.

Administrative Officers of the district headquarters, Charge Officers, Supervisors and Enumerators of Roing, Hunli and Koronu circles attended the training.

Training for the Dambuk and Paglam circles will be conducted separately at Dambuk on April 10 and 11 next. DIPRO

Mopin celebrated at Ziro

ZIRO, Apr 5: Mopin was celebrated here at the residence of S.E (Elect), Ziro by the Galo community serving in Lower Subansiri district with traditional fervour and gaiety.

Addressing the festival revelers, Padi Richo, Parliamentary Secretary, Land Management, UD and Housing and town planning said that such celebration in districts is required so that the people serving the state in other districts, who are unable to celebrate the festival in home town,  do not loose their culture.

Three teachers selected for basic mountaineering course

ITANAGAR, Apr 5: For the first time in the history of Arunachal Pradesh, three teachers working under the School Education, Govt. of Arunachal Pradesh have been selected to undergo national level basic mountaineering course at prestigious Himalayan Mountaineering Institute (HMI) Darjeeling from April 7 to May 5.

The selected trainees are Tania Taning, PET, Govt Hr Sec School Arunodaya, Y. Lamu, AT, Govt middle School, Tawang and Tasar Mira, AT, Govt. Middle School, Jully.

Moreover, two youths, namely Torak Dogar, SLSA Complex Chimpu and Bibu Sharma have also been selected to undergo advance mountaineering course at the same institute from April 7 to May 5.

The team is leaving here today for Darjeeling to attend the training, informed Dr. KR Meetei, In-Charge Adventure Cell, Department of  Sports & Youth Affairs.

 

Mechukha still under tense, claims Society

ITANAGAR, Apr 5: The picturesque Mechukha sub-division of West Siang district is reportedly in tense situation after a senior citizen was allegedly bashed up by group of people within ADC office premises recently. This was claimed by the All Mechukha Sub-Division Adi (BRB) Welfare Society just day after local MLA and ADC stated that situation has been brought under control. The society also expressed surprise over the statement of administration saying that ‘tension has been diffused’ whereas society said 144 CrPC is still there. It further castigated the district administration for its inaction to solve the tension of both group.

Meanwhile All Libo Ramo Bokar Welfare Society today demanded immediate action against the administration of Mechukha sub-division for allegedly failing to administer. Society claimed that many criminal incidents had been happened but administration failed to take action against the culprits.

 

NWS opposes bail to accused

ITANAGAR, Apr 5: Neelam Welfare Society (NWS) has appealed to the authority concerned not to grant bail plea of the accused in rape of a minor girl at Bomi English School Joram.

The accused should in no case be granted bail till the police investigation is complete in all respect, the society said in the release.  The nature of the crime is such that he does not deserve any form of concession.  Moreover if he is granted bail he may temper the evidence and also manipulate the process of investigation, the release said.

While appreciating the effort put in by the police in its investigation, the Society urged it to unearth the truth enabling law to award exemplary punishment to the accused.

“Law must not show any kind of sympathy to the crime of such nature,” the release said.

Informing the administration that the School in which this crime was committed was still functioning despite submission of written compliant to the authority concerned for closure of the School, continuation of the school, place where girl child are not safe, would be encouragement on our part for repetition of such crime and every one of us, including the administration will be responsible, it said.

 

Society for restriction on home posting

ITANAGAR, Apr 5:  The Abo Tani Descendant Welfare Society today urged the state election commissioner to restrict the home posting for the officers in West Siang district and sought transfer of currently home posted officers from the district before the election model code of conduct come to effect.

 

AAPHCC complains

ITANAGAR, Apr 5: The All Arunachal Pradesh Himalayan Church Council (AAPHCC) today informed that it has lodged a complaint with the Chief Minister in connection with the alleged demolition of a church at Seppa on April 1 last.  Claiming that the church was demolished illegally the  Council  demanded the Govt to  take necessary action against the DC and the LRSO concerned for ‘illegal act.”

 

Food Mela and exhibition draw huge crowd

RUKSIN, Apr 5: The traditional dress exhibition and Food Mela have drawn huge crowd on the second and concluding day today of the Adi-Mishing Cultural Exchange meet.

The Mela showcased the rich culture and traditions of both the communities. The exhibition-cum-sale of various traditional food items and dresses with ornaments was another attraction of the two-day meet. Besides Mishings, Adi women from different SHGs from Ruksin and Pasighat participated in the Mela and have done a brisk business.

 

Union demands magisterial enquiry into bridge collapse

ITANAGAR, Apr 5: Claiming that department and contractor had used the low quality materials in the Bailey bridge over Poma River at Jote in Papum Pare district, which collapsed on 30th March last,  All Papum Poma Students’ Union (APPSU) today demanded magisterial  enquiry into  bridge collapse.

In a complaint letter addressed to Papum Pare deputy commissioner, the Union union squarely blamed the department and contractor for allegedly compromising with quality, which it claims, leads to collapse of the bridge. It also said that action should be taken against the erring officers and contractor if found guilty.  The Union also demanded compensation of seven people who fell down with ill-fated bridge and currently undergoing treatment in hospital.

 

Awareness campaign on sustainable use of biodiversity

ITANAGAR, Apr 5: An awareness campaign on Community Conserved Area and sustainable use of biodiversity was organized by Biodiversity Management Committee, Hong on April 3.

Attending programme, Niiti ZPM Tilling Dolley explained in details of the need to maintain biodiversity, conservation of forests resources. He also donated few amounts to the fund of BMC as a token of appreciation. Later, he distributed 91 Schzotorax Fish (Ngilyang Ngii) to those who performed rituals in Myoko / Allo Chinii Atho-March, 2013 at Hong.

BMC Chairman Tapi Elyu briefed on the importance of Community Conserved Areas and its various activities in conservation of flora and fauna and maintaining the eco system. He also informed that the district magistrate has banned illegal hunting by sophisticated modern weapons, felling of endangered trees and aquatic animals by chemical, blasting and electric shock in Areas of Hong and in Apatani plateau.

Lottery for women reservation in PR polls conducted

ZIRO, Apr 5: For the Panchayat Election to be held in May this year lottery for Reservation of Seats for women was held for Lower Subansiri District at Abotani Hall Ziro. It was conducted under the chairmanship of Nending Chattung. Other Board members were J. T. Obi, EAC, T.R. Tapu EAC, and Marina Siram CO. This board was constituted to conduct draw of lottery for 33% reservation of seats for women for ZPM, ASM, GPM and the Chair Persons of Anchal Samiti and Gram Panchayat vide section 5, 8 and 12 of the Arunachal Pradesh Panchayat Raj (Delimitation of constituencies and reservation of Seats for women) Rules 2002.

In total, 212 Gram Panchayats have been reserved for women, 61 Gram Chair person, 61 ASM, 3 Anchal Chair Persons and 3 ZPM seats have been reserved for women in Lower Subansiri District for the coming Panchayat Election. DIPRO incharge

 

Review meeting of BRC

SEPPA, Apr 5: Various achievements and activities under SSA, RMSA and RTE were assessed during a review meeting of all the BEOs, BRC/CRC and other coordinators convened by East Kameng DDSE at BRC Seppa on April 2.

DDSE Kata Rangmo urged them to stay at their respective posting place and ensure smooth functioning of all the schools. 1,000 days of MDGs

The United Nations and its partners around the world will observe the 1,000 days to the end of 2015 - the target date for achieving the Millennium Development Goals (MDGs) to inspire further action.

"The MDGs are the most successful global anti-poverty push in history," UN Secretary-General Ban Ki-moon said. "The Goals have helped set global and national priorities, mobilize action, and achieve remarkable results."

The eight time-bound MDGs address poverty and hunger, education, gender equality, child mortality, maternal health, combatting AIDS, malaria and other diseases, environmental sustainability and a global partnership for development.

Starting 5 April, the actual milestone date, and running through 12 April, the UN will work with governments, civil society and international partners to mark "MDG Momentum: 1,000 Days of Action" in a variety of ways.

In Madrid, Spain, the Secretary-General and young people from the Spanish and European Youth Councils observed the moment at a special event on 4 April, joined by a number of heads of UN agencies, funds and programmes who are visiting for a senior-level UN meeting.

Since the MDGs were adopted by all UN Member States in 2000, governments, international organizations and civil society groups around the world have helped make tremendous progress to improve people's lives. The world's extreme poverty rate has been cut in half since 1990. A record number of children are in primary school -- with an equal number of girls and boys for the first time. Maternal and child mortality have dropped. The world continues to fight killer diseases, such as malaria, tuberculosis and AIDS. Since 1990, two billion more people have gained access to safe drinking water.

To build on this success and accelerate action, the Secretary-General called on the international community to: increase targeted investments in health, education, energy and sanitation; empower women and girls; focus on the most vulnerable people; keep up aid commitments; and re-energize efforts from governments to grassroots groups to make a difference.

 

 

Ziro valley bearing brunt of erratic power supply

For the last one and hal year i.e from the month of November 2012 to  till today people of Ziro –Hapoli are facing acute power shortage..

Power department has divided Ziro- Haopli into various Feeder Zone. Market area , Govt. offices falls under Feeder –I , and all the residential colonies including old Ziro and villages comes under rest Feeder Zone.

So called Feeder –I is very dear for the power department, because this area is getting power supply for 4 hours during day time and at night from 5:00 pm to 3:00 am. But rest areas including District Hospital get 2 hours during day time and at night from 6:00 pm to 12:00 am. If some days anything happens to any patient due to discriminating supply of power, the department will be held responsible.

The conditions of Old Ziro and nearby village areas are even more pathetic. They get electricity for 2 hours during day time and at night from 6:00 pm to 9:00 pm.

It is understandable that during day time Market areas and Govt, offices need more power supply. But during night time residential areas should be given better electricity supply.

Supply of power is strictly and honestly maintained for Feeder –I according to the schedule. But for the rest Feeders, electricity goes and comes at any time. In fact power goes off more frequently when it is time to come.

So my question to the power department is why this discrimination? Is it only because that the residence of officers of power department falls under Feeder -I, so they do not care for the rest areas.

When I tried to get contact numbers of number of officers to enquire about the erratic power supply the staffs of power department refused to provide number. We were made to believe that it happened due to the instruction from officers.

The power department officials told us because of shortage of water at NEEPCO dam Yazali, the power generation came down leading to the power shortage. But my question is now that dam is full of water, in fact it is over-flowing, then, what is the problem now and why power supply is not improving?

Administration failed to diffuse tension

Dear Editor,

This is in response to the news item under the heading “Mechukha tension diffused” published in some sections of local dailies few days ago. I would like to like to enlightened the concerned authority and people about the latest scenario of Mechukha town following the March 28 incident

Contradicting the news report, it has come to our light that the situation has now turned from bad to worse in Mechukha town.  If the situation was diffused and under control as reported in the local dailies, why the local administration declared the tense situation of place again after 5 hours?

I, on behalf of All Bokar Students’ Union strongly condemn the role of local administration particularly ADC and Circle officer of Mechukha for their failure in controlling the situation. It’s because of their irresponsible roles the situation has gone such far.

I also questioned those officers, why the alleged attackers were not arrested immediately after the incident occurred on 28 last. They were arrested lately only after lots of pressures and appeals were made to the authority from every nook and corner of the state. What obstructed them to take almost six days to arrest the accused persons?  Whereas all the accused were staffs of same office.

Interestingly, yesterday during a minor argument between two individuals, the authority immediately issued an arrest warrant against five persons within no time. So, my question to the administration of Mechukha is if the Law is applicable only to some groups and rests are not?

It took 6 days to issue an arrest warrant against all the accused who attacked a senior member but it takes only 6 minutes to issue the same arrest warrant against five persons for minor argument. Here it seems that all the administrative action is intended for by dominant figure to stay blind, mute and dumb.

Therefore, I vehemently condemned the biasness of administration and appealed the higher authority take stern action against the officers concerned of ADC Offie Mechuka for their failure to control situation.

I also questioned the role of local MLA for responding the matter only after six days. If he was in constant touch with the administration on the matter he also should know, what was the administration doing in those six days? Why was law not taking its own course of action till yesterday? It seems that it was deliberately pre planned in delaying for arresting of those accused.

Lastly, I appeal all sections of people of Mechukha Sub-division not to give the incidents as communal colour and maintain peace and solve the matter amicably. However, the GBs involved in the incident should be terminated from their post.

Please release our scholarship money

Dear Editor,

Through the column of your esteemed daily, I want to draw the attention of the authorities regarding the scholarship.  We are eagerly waiting for our scholarship of this year (2012-2013) ,but still there is no any information about scholarship.  Our final examination is getting over on 18th of this month and therefore we need scholarship money before it.  Therefore I request concern authorities to immediately release our scholarship money so that we can use it to buy train or flight tickets.

Show some sympathy

Dear Editor,

Through your esteemed daily, I would like to throw some light regarding the erratic supply of electricity at Naharlagun. Since past few months supply of electricity is getting worst and annoying at times. I appreciate the power supply at Nirjuli which is far better compare to Naharlagun's power supply.

I can only request the concerned authority to show some sympathy for people of Naharlagun. People of Naharlagun would me much obliged if respond is made at its earliest.

4 year wait for salary continues….

Dear Editor,

Through your esteemed daily, I would like to ventilate that teaching and non-teaching staffs of the Ekalavya Model Residential School, Bana, East Kameng District, which is the only functioning Model School in Arunachal Pradesh is not getting salary for the last four years. Due to non-payment of salary to teaching and non-teaching staff, the admission of students in the school for the last four years has stopped since after the admission of first batch student in the academic year 2009-2010.

The above school was set up by the Govt, of India in the States/UTs with grants under Article 275(1) of the Constitution of India for establishing residential schools for imparting quality and high level education exclusively for the tribal students of Arunachal Pradesh as a model school under the Ministry of Tribal Affairs, Govt, of India with the aim to provide 100 per cent free education to the students right from Class-VI to XII and the School has been entrusted to the VKV Trust to run the school.

It is worthwhile to mention that infrastructure development are going on in full swing at EMRS, Bana, however, it is very surprising to know that how the payment of salary for both teaching and non-teaching staff are not provided by the concerned authorities, which is a matter of great concerned. Neither, the Ministry of Tribal Affairs, Govt, of India allocates fund for salary nor the State government is initiating any step to release the fund.

It is reliably learnt that the Nodal department i.e. Department of Social Justice & Empowerment and Tribal Affairs had submitted proposal to the Planning Department for grant of salary for teaching & non-teaching staffs of EMRS, Bana but it is learnt that the Planning Department had advised the nodal department to adjust the salary component from the provision of Rs.310 lakhs earmarked for grant-in-aids to the VKV Trust. In this regard, it is to mention that the above grant-in-aid provided to VKV Trust is exclusively meant for VKV schools run by the VKV Trust and hence it cannot be amalgamated with EMRS, Bana which has got separate entity.

Further, it is learnt that Department of Social Justice & Empowerment and Tribal Affairs has submitted proposal to the Planning Department again for allocation of fund for salary in respect of teaching and non-teaching staff of EMRS, Bana and the letter has also been written to Hon’ble Chief Minister, Chief Secretary and Development Commissioner(Finance) for necessary redressal.

Therefore, I being the well-wisher and sincere citizen would like to apprise concerned authorities to look into the grievances of Ekalavya Model Residential School, Bana at the earliest for the sake of the future of the students and release salary of teaching and non-teaching staff from any source. And if necessary, the State government may request the Ministry of Tribal Affairs, Govt, of India to release fund for salary component also from perennial source so that the issue is resolve permanently.
