ITANAGAR, Apr 5: The unprecedented early monsoon shower which has lashed Anjaw District for the last two weeks has lead to the cutting off the district from rest of the country. The torrential rains which started from 26th March were unprecedented and left a trail of destruction at many places in Anjaw District.
Many portions of roads were damaged badly at Tiding, Mompani and Salanggam since 3rd April. Roads are filled with mud and boulders brought down by the flooding rain waters. All the drains have been clogged resulting in overflow of waters on the roads. The District administration is working hard in hand with BRO officials’ day and night to bring normalcy of surface transport in the district. But continuous rainfall, shortage of trained personal and machineries is becoming stumbling block in road clearance work. The BRO officials have assured to clear the road communication in the next 2 days. Last year during monsoon season the Anjaw district had witnessed heavy destruction of properties and road owing to torrential rain. (DIPRO)
CM calls for holistic approach to tackle HIV/AIDS
ITANAGAR, Apr 5: Chief Minister Nabam Tuki has stressed the need for adopting a radical and holistic approach to tackle HIV/AIDS.
Describing that HIV/AIDS epidemic has become not only a public health issue but also one that is seriously affecting the dynamics of social, cultural, economic and developmental pace of the society, Tuki called for evolving mechanism to deal with HIV/AIDS not as a disease but as a social issue.
“Medical treatment and preventive measures alone cannot tackle this growing menace.
We, therefore, need a radical and holistic approach to tackle it and evolve mechanism
to deal with HIV/AIDS not as a disease but as a social issue,” Tuki said while addressing
the inaugural programme of the two-

He also informed that the Arunachal Pradesh State AIDS Control Society has been tirelessly working to spread awareness on the epidemic and has succeeded considerably. The various strategies evolved by the Society like the Rock Festival targeting youths have been immensely successful, he said. He hoped that the seminar would further help the Society to explore new strategies to tackle the disease keeping in mind the complexities of different ethnic groups inhabiting our state.
The Chief Minister also lauded the proactive role of IGNOU in the fight against HIV/AIDS.
“The initiative to design educational courses to create a resource pool of experts is indeed laudable. Awareness on HIV/AIDS, if included in the school curriculum right from the primary level, will go a long way in eradicating the disease as well as misconceptions surrounding it, Tuki believed.

Cabinet nod for preparation of Vision-
ITANAGAR, Apr 5: A Cabinet meeting held at the CM’s conference hall here yesterday has approved to constitute a Committee under the chairmanship of the Chief Secretary to prepare a Vision 2030 document for the state of Arunachal Pradesh.
This is in continuation of Chief Minister Nabam Tuki’s initiative to plan from the grassroots a document for overall and holistic development of the state in all spheres, according to official release.
The Chief Minister at the beginning of this year had presented a Vision 2013 document outlaying the government’s priorities and strategies for this year. He has been emphasizing on proper planning and a recorded document to act as a benchmark as well as a guiding force for implementation of the visions of the government.
The Cabinet, under the chairmanship of Tuki, has directed each and every department to prepare a vision document enlisting their respective priorities till 2030 and the means to achieve them. These would be then incorporated in the State Vision 2030 document, which will be implemented in letter and spirit.

Doimukh, Apr 5: A concerted library movement in Arunachal Pradesh could be an educational panacea for the people of the educationally backward state, said Prof. Tamo Mibang, Vice Chancellor, Rajiv Gandhi University.

Emphasizing on the importance of books and libraries, the Vice Chancellor cited examples of voracious readers like Pandit Jawaharlal Nehru and Karl Marx. While Pandit Nehru always carried books on his travel, Karl Marx’s masterpiece ‘Das Kapital’ was the outcome of his regular use of the British Museum Library, Prof. Mibang added.
Commenting that ‘inventive ideas always created in silence’ and many creative works in the world were created in calm and quiet ambience like libraries, Prof. Mibang cited the achievements of great literary figures like Leo Tolstoy, Maxim Gorki, G. B. Shaw and others. Stating that many professors and scholars have their own libraries, and they virtually sleeps with books, he said they should play a key role in cultivating reading habits among the students in the colleges and universities. The National Library is doing commendable job in creating awareness by providing programmes such as library organization and management, he further said.
Speaking at the function, Dr. R. Ramachandran, Principal Library and Information Officer, National Library, Kolkata highlighted the role of National Library, Kolkata, under the Ministry of Culture in providing financial help to organize such programmes in various parts of the country including the northeast from time to time. National Library, Kolkata acts as a catalyst between the Ministry and the organizing Institutions, he added.
In his welcome speech Dr. Maltesh Motebennur, Librarian of the RGU and workshop organising secretary, mentioned the main objectives of the workshop and hoped that the delegates from all the District Libraries, affiliated colleges and other library professionals would be benefited from the workshop and they could be able to help in automation and modernising their libraries. Training prog under NRHM begins
ITANAGAR, Apr 5: The 10 days training of District Trainers on Module VI & VII of ASHA Program under NRHM began at Administrative Training Institute (ATI), Naharlagun yesterday.
28 trainees from all the districts are attending the training.
Attending the inaugural programme, Dr. D Padung, Nodal Officer, NRHM briefly introduced the participants about objective of the training informing that ASHA is the backbone of NRHM programme and the training is skill based which will help them trainees to build their capacity and skills and help them in imparting quality training to the ASHAs on Module VI & VII.
Dr. T Taloh, Jt DHS, (FW) informed that ASHAs work at grassroots level and act as link between health care facilities and the community and play a vital role in the society. He urged the participants to learn and utilize the knowledge in the field.

IDEA conducts review meeting on malaria eradication
ITANAGAR, Apr 5: Itanagar Diocesan Empowerment Association (IDEA) conducted monthly planning and review meeting at Bishops house Papu Nallah today in collaboration with Caritas India (NGO) and the district vector born disease control project of Papum Pare.
The meeting was conducted to review the malaria activities being carried by the community health volunteers (CHVs) at village level and also to further accelerate the areas where more interventions are needed.
Zonal Malaria Officer, Tatung Tayang said that that CHV have tremendous role to play in sensitizing the community by adopting effective preventive measures to fight against malaria and promised to provide logistics support to fight for the same.

ITANAGAR, Apr 5: Neelam Welfare Society (NWS) has appealed to the authority concerned not to grant bail plea of the accused in rape of a minor girl at Bomi English School Joram.
The accused should in no case be granted bail till the police investigation is complete in all respect, the society said in the release. The nature of the crime is such that he does not deserve any form of concession. Moreover if he is granted bail he may temper the evidence and also manipulate the process of investigation, the release said.
While appreciating the effort put in by the police in its investigation, the Society urged it to unearth the truth enabling law to award exemplary punishment to the accused.
“Law must not show any kind of sympathy to the crime of such nature,” the release said.
Informing the administration that the School in which this crime was committed was still functioning despite submission of written compliant to the authority concerned for closure of the School, continuation of the school, place where girl child are not safe, would be encouragement on our part for repetition of such crime and every one of us, including the administration will be responsible, it said.

For the last one and hal year i.e from the month of November 2012 to till today people of Ziro –Hapoli are facing acute power shortage..
Power department has divided Ziro-
So called Feeder –I is very dear for the power department, because this area is getting power supply for 4 hours during day time and at night from 5:00 pm to 3:00 am. But rest areas including District Hospital get 2 hours during day time and at night from 6:00 pm to 12:00 am. If some days anything happens to any patient due to discriminating supply of power, the department will be held responsible.
The conditions of Old Ziro and nearby village areas are even more pathetic. They get electricity for 2 hours during day time and at night from 6:00 pm to 9:00 pm.
It is understandable that during day time Market areas and Govt, offices need more power supply. But during night time residential areas should be given better electricity supply.
Supply of power is strictly and honestly maintained for Feeder –I according to the schedule. But for the rest Feeders, electricity goes and comes at any time. In fact power goes off more frequently when it is time to come.
So my question to the power department is why this discrimination? Is it only because
that the residence of officers of power department falls under Feeder -
When I tried to get contact numbers of number of officers to enquire about the erratic power supply the staffs of power department refused to provide number. We were made to believe that it happened due to the instruction from officers.
The power department officials told us because of shortage of water at NEEPCO dam

Administration failed to diffuse tension
Dear Editor,
This is in response to the news item under the heading “Mechukha tension diffused” published in some sections of local dailies few days ago. I would like to like to enlightened the concerned authority and people about the latest scenario of Mechukha town following the March 28 incident
Contradicting the news report, it has come to our light that the situation has now turned from bad to worse in Mechukha town. If the situation was diffused and under control as reported in the local dailies, why the local administration declared the tense situation of place again after 5 hours?
I, on behalf of All Bokar Students’ Union strongly condemn the role of local administration particularly ADC and Circle officer of Mechukha for their failure in controlling the situation. It’s because of their irresponsible roles the situation has gone such far.
I also questioned those officers, why the alleged attackers were not arrested immediately after the incident occurred on 28 last. They were arrested lately only after lots of pressures and appeals were made to the authority from every nook and corner of the state. What obstructed them to take almost six days to arrest the accused persons? Whereas all the accused were staffs of same office.
Interestingly, yesterday during a minor argument between two individuals, the authority immediately issued an arrest warrant against five persons within no time. So, my question to the administration of Mechukha is if the Law is applicable only to some groups and rests are not?
It took 6 days to issue an arrest warrant against all the accused who attacked a senior member but it takes only 6 minutes to issue the same arrest warrant against five persons for minor argument. Here it seems that all the administrative action is intended for by dominant figure to stay blind, mute and dumb.
Therefore, I vehemently condemned the biasness of administration and appealed the higher authority take stern action against the officers concerned of ADC Offie Mechuka for their failure to control situation.
I also questioned the role of local MLA for responding the matter only after six days. If he was in constant touch with the administration on the matter he also should know, what was the administration doing in those six days? Why was law not taking its own course of action till yesterday? It seems that it was deliberately pre planned in delaying for arresting of those accused.

Through your esteemed daily, I would like to throw some light regarding the erratic supply of electricity at Naharlagun. Since past few months supply of electricity is getting worst and annoying at times. I appreciate the power supply at Nirjuli which is far better compare to Naharlagun's power supply.
I can only request the concerned authority to show some sympathy for people of Naharlagun. People of Naharlagun would me much obliged if respond is made at its earliest.

of salary for both teaching and non-
It is reliably learnt that the Nodal department i.e. Department of Social Justice
& Empowerment and Tribal Affairs had submitted proposal to the Planning Department
for grant of salary for teaching & non-
Further, it is learnt that Department of Social Justice & Empowerment and Tribal
Affairs has submitted proposal to the Planning Department again for allocation of
fund for salary in respect of teaching and non-
